The distinction is partly dimensional and partly design. Mini wakizashi sit at the longer end of the compact range, typically with blade lengths in the 25-35cm range where wakizashi and tanto overlap. More importantly, mini wakizashi use wakizashi-style mountings: companion sword handle proportions, wakizashi-scaled tsuba, and scabbard dimensions consistent with the companion format rather than the tanto’s dagger-style presentation. A tanto is designed as an independent blade; a mini wakizashi is designed as a companion that references the larger wakizashi tradition at a reduced scale.
